Although this passage and some other passages of judgment had a partial fulfillment in Old Testament times there is probably still a more complete fulfillment in the last days in the tribulation or second coming of the Lord Jesus Christ the Messiah but also judge of the earth. One of the reasons for God's judgment of Moab was that they just considered Israel as any other nation as many people again do today. Mount Seir was another name for Edom which is in the south of what is called the country of Jordan today and refers more particularly to the Edomite capaital now known by its name of Petra. Beth-jeshimoth, Baal-meon and Kiriathaim were principle cities of Moab. God promised he would open up Moab, which is part of the current day country of Jordan to fighters from the east perhaps from Persia. God promised that these fighters from the east would be used to judge Moab and like Ammon which was also part of current day Jordan take them away from being part of the nations. Although these nations are not currently independent nations, God might still have a last days fulfillment of judgment against them. Although the country of Jordan is officially at peace with Israel, there are some people like Islamic militants who live in Jordan who still do not recognize Israel as a country with a Jewish character. Their not recognizing Israel as a Jewish state would displease the true God who is also the God of Israel. God says the purpose of the past judgments against Moab and a likely end-time judgment is so that the nation and people of Moab know that he is the LORD or the true and self-existent God. The scripture reference from Ezekiel 25 of God's judgment of Moab including a likely last days aspect to cause them to know that He is the LORD is as follows:
Thus saith the Lord GOD; Because that Moab and Seir do say, Behold, the house of Judah is like unto all the heathen; Therefore, behold, I will open the side of Moab from the cities, from the cities which are on the frontiers, the glory of the country, Beth-Jeshimoth, Baal-meon, and Kiriathaim, Unto the men of the east with the Ammonites, and will give them in possession, that the Ammonites may not be remembered among the nations. And I will execute judgments upon Moab; and they shall know that I am the LORD. Ezekiel 25:8-11
Just near the end of the tribulation or period of God's wrath in the 70th week of Daniel and near the end of it there will be an invasion of Israel by a confederacy of nations mostly from the Middle East and that are mostly Muslim now but perhaps from Europe as well (Gomer). This confederacy will be led by Russia as Gog prince of Magog (Magog is a name for the region of Russia or much of the former Soviet Union in Hebrew and is roughly equivalent to the New Testament term Scythian in the referred to area. This confederacy of armies led by Russia but including among other nations Persia (Iran), Togarmah (Turkey) and Ethiopia (especially Sudan, Somalia and other anti-Jewish areas or peoples of the horn of Africa region also called Cush) and they will invade Israel together to try to seize its territory, resouces and strike at the Jewish people there. (Gomer is also included and is usually a reference to western Europe in Hebrew and unfortunately a substantial army could join Russia from there by the end of the tribulation as can already be seen to be possible with rising anti-semitism now in Europe.) This invasion will coincide with other armies coming against Israel at the end of the tribulation in the overall Battle of Armageddon such as of the Antichrist centred in Europe with much of the world's armies and world establishment of that day, and the armies from the kings of the east led by China and nations of South-east Asia, Japan, Korea and South Asia of people that are still against Israel at the end of the tribulation in lands east of the Euphrates River as mentioned in Revelation 16.
God will probably first avenge this invasion of Israel by this Gog led confederacy of nations' armies by earthquakes (the great shaking in the land of Israel causing mountians to be thrown down and steep places to fall with landslides into valleys.) This will result in God killing some of these confederacy of armies. The true Creator God and the God of the Bible will respond to this invasion against the land and people of His chosen earthly people Israel partly by causing confusion against these Gentile non-Jewish and anti-Semitic and anti-God armies resulting in the soldiers of these armies turning against each other and killing many of their fellow soldiers. God will also judge these invading armies by raining great hailstones, fire and brimstone (sulfur). This will decimate these armies causing many of them to die on the mountains of Israel. God including in His office as the God of Israel will be magnified or glorified as the protector of His chosen earthly and physical people Israel as part of His preparation of having the restored of Israel to be God's means of ruling the world through the glorified Lord Jesus Christ as their then received Lord, King and Messiah and as the King of Kings to the restored of the nations and Lord and Saviour to true Christians of the true Church who will all reign with restored Israel and the Lord Jesus Christ in the Millennial or Messianic Kingdom after Jesus' second coming at the end of the tribulation. This supernatural and devastating defeat of this Gog and Magog led confederacy of nations invading Israel by the Creator and Almighty God will lead to the remaining people of the nations knowing that He is the LORD (Yahweh or Jehovah) and the only true God including God the Son Jesus of Nazareth and God the Holy Spirit. The scripture reference from Ezekiel 38 of the invasion of the last days confederacy of nations led by Russia into Israel at the end of the tribulation and their receiving a devastating defeat supernaturally by God causing remaining people of the nations to know that Jehovah the God of the Bible (God the FAther with God the Son (Jesus Christ) and God the Holy Spirit) in Ezekiel 38 is as follows:
Thus saith the Lord GOD; Art thou he of whom I have spoken in old time by my servants the prophets of Israel, which prophesied in those days many years that I would bring thee against them? And it shall come to pass at the same time when Gog shall come against the land of Israel, saith the Lord GOD, that my fury shall come up in my face. For in my jealousy and in the fire of my wrath have I spoken, Surely in that day there shall be a great shaking in the land of Israel; So that the fishes of the sea, and the fowls of heaven, and the beasts of the field, and all creeping things that creep upon the earth, and all the men that are upon the face of the earth, shall shake at my presence, and the mountains shall be thrown down, and the steep places shall fall, and every wall shall fall to the ground. And I will call for a sword against him throughout all my mountains, saith the Lord GOD: every man's sword shall be against his brother. And I will plead against him with pestilence and with blood; and I will rain upon him, and upon his bands, and upon the many people that are with him, an overflowing rain, and great hailstones, fire, and brimstone. Thus will I magnify myself, and sanctify myself; and I will be known in the eyes of many nations, and they shall know that I am the LORD. Ezekiel 38:17-23
